Ubuntu – Libprotobuf15 install prompt for removing system packages

I have this warning using apt:

$ sudo apt-get upgrade
Reading package lists... Done
Building dependency tree
Reading state information... Done
Calculating upgrade... Done
The following packages have been kept back:
0 upgraded, 0 newly installed, 0 to remove and 1 not upgraded.

To fix it, I'm trying:

$ sudo apt-get install python3-protobuf
Reading package lists... Done
Building dependency tree
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
 python3-protobuf : Depends: libprotobuf15 but it is not going to be installed
E: Unable to correct problems, you have held broken packages.

So it asks to install libprotobuf15. I already have libprotobuf10.

When I try to install libprotobuf15, I see that lots of packages that look like system ones are going to be removed:

$ sudo apt-get install libprotobuf15
Reading package lists... Done
Building dependency tree
Reading state information... Done

Do you want to continue? [Y/n]

Is it safe to proceed, especially regarding the 'ubuntu' and 'unity' packages (I installed 'unity' back just after installing the 18.04 version because I'm on a laptop and I care about vertical space)?
Do you also encountered this?
